Caused by migration of moisture from surface that is not fully dried before painting.
STEP1 (Surface Preparation)
– Allow the wall to dry thoroughly in a natural manner or by flashing the wall with a spotlight.
STEP 2 (Paint one coat of any sealer below according to your needs)
